General Summary:The Chief Executive Officer (CEO) position has overall responsibility for managing all aspects of agency operations for Gulf Coast Social Services (GCSS) and its programsin accordance with the Board of Directors’ approved agency mission, goals, policies, and procedures, and with all federal, state, and local laws and standards.  The CEO position directs the implementation of programs and processes, ensures that quality outcomes and goals are achieved, and demonstrates good leadership qualities, setting the standards by which the agency functions.

Essential Responsibilities:

Strategic and Tactical PlanningEnsure that strategic plans are in place, working collaboratively with the Board and senior management to build these plans.  Ensure that an annual work plan is in place that is linked to the strategic plan and outlines how short-term goals will be achieved.  Assume responsibility for the implementation and monitoring of the strategic plan, meeting with management and the Board to discuss changes, as needed.

OperationsOversee operations for the entire agency.  Maintain a positive presence within the current seven regions, with availability for consultation and direction, resulting in a productive working relationship with management and staff.  Ensure that clients of the agency are treated with respect, that they receive the care they require, and that the care provided is delivered in a consistent, timely, and effective manner.

Board RelationsMaintain a positive and effective relationship with the Board of Directors, attending necessary Board and Committee functions and keeping the Board aware of the agency’s current condition and of potential opportunities or threats to the continuing success of the agency.

Financial ManagementEnsure the financial viability and success of the agency, including involvement in the development of the agency budget, maintaining awareness of the current budget, measuring performance against that budget, and assurance that appropriate fiscal controls are in place to protect the agency from abuse and fraud.  Manage the agency’s resources within budget guidelines and in compliance with relevant regulatory agencies and Board directives.

Communications and Public RelationsServe as an effective, articulate spokesperson for the agency, both internally and externally, including meeting with management and/or the Board.  Develop communication policies and continually monitor such policies to ensure the Agency’s mission, programs, products, and services are positively presented internally and externally.

Human ResourcesEnsure that the agency has adequate and appropriate financial and human resources to remain successful.  Ensure that recruitment, hiring, coaching and counseling, discipline, and dismissal of agency employees are conducted professionally and timely, in conformity with relevant laws and regulations.

Fund DevelopmentEnsure that the agency develops a comprehensive fund-development plan based on a broad resource base.  Serve as an effective fundraiser.

Risk ManagementEnsure that the agency develops and implements a risk management plan and assist with mitigating potential agency liabilities.

LeadershipThe CEO must display leadership qualities that serve as an example to the rest of management and staff.

MarketingEnsure that the agency and its services are properly represented and marketed with clients, funding sources and the community at large.

Knowledge, Skills and AbilitiesThis position requires a Master’s Degree with at least ten years of executive level managerial experience in human services.  The candidate must have demonstrated skills in leadership, organizational development, management, program and resource development, fiscal accountability, funder/donor relations, public relations, employee relations, and communication.  Must be proficient in Microsoft Office software.
